- CON - promising a 'neighbourhood army'.
- LAB - promising communities more powers to take over the running of local services.
- LD - give people real power "over things that matter like their local police and health services their local police and health services".
All major parties are courting the "stronger community" vote.

Yes, because, according to Radio 4 this morning, national debt's now at something like £900bn so the next government (whoever they be) will have absolutely no cash to provide public services. Community empowerment is a good way of selling the fact that there are going to have to be some fairly massive cuts...
