What is the status now of "Car Club Only" parking spaces

As Zip Cars have quit London, I recently enquired of the Council what was the status of the two bays near me, which they had converted to Car Club Only use with markings to that effects; they were previously part of the resident parking.  I have not yet received a reply BUT a few days later a lorry marked "Road Markings" turned up.   I assumed that was quick action to remove the markings and turn them back to residents' use.  Imagine my surprise at the end of their work to see the two bays with newly refreshed white markings and labelling: "Car Club Only".

I am am now wondering if residents could park there and why they went to the trouble, and expense, of freshening up the markings. Is the council trying to lure new players into this market with nice fresh-looking bays?
