what happened to our "green live wall" wood green library facade ?

Whilst the brown render is an improvement from the old dilapidated facade the wood green library once had i do not see the green wall treatment it was supposed to have - which in effect would have made vertical garden styled walls. 

does anyone know if plants have been applied to the rear of the walls - meaning they will grow in time and cover the brown facade? 

Also it looks to be that the railings underneath the shopping city bridge are being completely removed and being replaced with granite steps on either side! i think a rail is more appropriate
