Wassat? Spaceship Landing Pad?

On the banks of the New River just to the south of Seven Sisters Bridge. Is it river infrastructure or something else?

Looks like a WW2 gun emplacement, or may have been the base for a hoist.

My guess is it has something to do with flood protection. It looks like a cylindrical tube has been sunk and capped. i'd love to know.

I'm fairly certain its a vent either for a storm drain or the culverted Stonebridge Brook. (Most recent comments are here).
