This does not sound like a "damp" problem, it's most likely an issue with the roof, or even a windowsill upstairs where the water is getting in and bypassing the neighbours to end up in your flat. We had a ground floor flat with this problem and we had mushrooms growing on the walls before the freeholder agreed to do something about the roof. Who holds the freehold of the building?

We had a similar issue with a shared wall between our rear extension and that of our neighbour.  Scratched our heads for a long time (as well as spending hard cash on roof/flashing repairs) before we decided to lay coping stones along the top of the wall, which fixed the problem.  Seems the bricks had become porous with age.

Check the pointing on your external brickwork.    And I also had a problem in my house in that one bedroom got damp when raining and others didn't.    It turned out that the coping stones (which border most back extensions on Haringey housing) were not large enough, and rain was being pushed into the room by wind.
