I have a Blue ford Focus - with a 10/11 Road Tax

Reported countless time to DVLA and Police

Seen it being logged - but unmoved - towed away

It has a Residence Parking Permit on it

Aware it belongs to my Next door Neighbour

Who preach that they are except from British Taxes / Duties

And seem to be proving the point -

Is it not the case that residents of other countries may use their vehicles for 6 out of 12 months in the uk with the proviso that the vehicle be taxed and insured in the home country? When we go on our driving holiday in France we don't tax and insure over there. I don't know if the overseas documents need to be displayed here. The question then becomes the difficult one of residency.
