Tottenham Green SNT re-introduce dispersal order
In response to community concern about anti-social behaviour and drug dealing a dispersal order has been re-introduced in Tottenham Green ward. Anyone that returns to the area within a specified time of up to 24 hours, having been told leave, can be arrested for the offence which is punishable by three months' imprisonment and or a fine not exceeding £2,500.
A dispersal order previously in place expired at 12:00 hours on 20th June 2011 in order to allow officers to monitor the situation. Since lapsing, the issue has returned, with officers receiving complaints from the community about anti-social behaviour such as noise, street drinking and intimidating behaviour. Officers have also made a number of arrests have seized drugs as a result of the appropriate use of stop and search in the area.
The order means groups of people causing anti-social behaviour can be dispersed by PCs and PCSOs and has been secured using specific powers available from Section 30 of the Anti Social Behaviour Act. The dispersal order covers part of West Green Road N15 and the surrounding area as well as a small section of Tottenham High Road. The order will be introduced by Haringey police and Haringey Council at 12:00 hours on Monday 8 August 2011 and will be in place until 12:00 hours on 8 February 2012.
This legislation gives police officers and PCSOs discretionary powers to disperse groups of two or more at any time and specific powers mean that officers can take home young people under the age of 16 between the hours of 9pm and 6am in the designated area, who are not under the supervision of a responsible adult and are at risk of being a victim or perpetrator of anti social behaviour. Police and PCSOs will continue to regularly patrol the dispersal areas throughout the period of the dispersal notice.
Sgt Lee Hobbs of Tottenham Green Safer Neighbourhoods Team said: "We have re-introduced the dispersal order in response to ongoing concerns from the community and our own experiences while on patrol dealing with issues such as anti-social behaviour, street drinking and drugs. "As well as introducing this dispersal order, we have been carrying out search warrants, high visibility patrols and appropriate use of stop and search to tackle our ward priorities of drugs, youth anti-social behaviour, robbery and burglary and will continue to work proactively across the board to make the ward safer." Summerhill Road, Elizabeth Place, Bedford Road, Lawrence Rd to junction with Philip Lane, Clyde Road to junction of Jansons Road and Philip Lane behing sports centre. Grove Park Road, Collingwood Road, Nelson Road, Cydle Circus and Beaconsfield Road. Portland Rd including surrounding green space up to the dividing wall at Sycamore Gardens, Pelham Rd and Houghton Rd. West kerb of Tottenham High Rd between junction of Pelham Rd to north footway of Seven Sisters Road. Suffield Rd, Westerfield Rd, Brunswick Road including Brunswick Park and car park N15. Birstall Road and North of Greenfield Road and Roslyn Road to junction with Braemar Road. Lomond Close, Brunel walk and Kirkton Road, Braemar Rd between Brunel Walk and Roslyn Road. Seaford Road, Elmar Road and Turner Avenue. Seven Sisters Rd between Tottenham High Rd and junction Birstall Rd.

Selfish question, but should I be worried as someone who lives just outside this zone? It just makes me wonder where those involved in crime tend to be dispersed to...

That's just brilliant, thanks a bunch. So the problem on this side of the High Road is going to get even worse. I'm sick of pulling beer cans out of our hedge already.
I doubt in fact that it will make much difference, as the patrols just don't happen, have seen no sign of them for the year the order was in place, just clumps of men drinking on every corner. There are always drinkers around the tube entrance. Sometimes they use the classic brown paper bags, but mostly it's blatant.
Where are these men meant to go? Clearly they don't like pubs, or the pubs don't like them. They seem to be single migrants, probably with little indoor space. So the more humane answer would be to create 'clubs' where they can hang out. At least they wouldn't be pissing all over the street if there was such an alternative.
