I'm so sorry to hear this. These must have been very frightening & upsetting experiences for both you & your dog. I'm not so up to date with current legislation but I did have some input into developing the government's Dog Control Order legislation a few years ago. It's not perfect but maybe able to offer some help to you & your dog. 

One of those dog control orders is a legal requirement to put a dog on a lead when asked to do by an 'authorised officer' or 'police officer'. Haringey council has adopted this order & across the whole borough, an authorised officer or police officer has the legal right to ask someone to put their dog on a lead & issue a fine if that's not done. I'd contact Haringey Council, find out who the 'authorised officers' are & ask them to do extra patrols in this area. I think it's normally the same people who issue parking fines. I'd also ask the park's manager/team for help in getting some authorised officers out on patrol. 

After a few fines, hopefully the person will keep the dog on the lead. It's not an ideal solution but you may find you get further with the council as they have dedicated staff & could raise some income from a fine/s. 

I had a similar situation where an off-lead Collie attacked my dog on two occasions. It was very random, on both occasions, this Collie just flew out of nowhere across the park & started attacking my dog. Completely unprovoked. Again this was a few years ago & I don't remember any specific legislation which helped (it was pre-DCO days) but i did report it to the local authority dog warden too. Might also be worth posting this on the Walthamstow dogs facebook group (Not sure if we have similar groups more locally).

Are there any photos of this man and his beast? Maybe they could be circulated or taped to lamp posts around the area so people who see the man and his dog can ring the police with his location/details/address?
