Thing on floor near Salsbury white elephant

Is that concrete bin thing on the floor near the new concrete block thing outside the Salsbury supposed to be there ? It's been there ages, looks dangerous and out of place.

Please tell me it's not a design feature ?

How could they put something so incongruous outside such an lovely intricate and beautifully designed old pub. Why aren't you lot up in arms ? It's a monstrosity.

Better it was taken away forthwith a nice ornate bench is put there.

Will pop down directly - albino pachyderms aren't two a penny (or even three a pound) you know.
