Why would you measure the amount of traffic on closed-off roads?

To see what the effect of the Wightman Rd closure has been on the surrounding area . Hopefully they are installing these meters as widely as they did the first time around so we can see how other areas have been affected.

Last time they didn't put one on Williamson Road - the access to the Arena shopping centre. Given the massive amount of traffic generated by the shopping centre, this was a big hole in the data. Will they make the same mistake again?
