I just had a look at the photos. If you forward those to the council I would say that's enough evidence for them to issue a fixed penalty notice.

Everyone else, if you want the council to take action get three shots: a close up showing the name and address clearly, a mid range shot showing the context (other waste etc) and a long range shot showing the location (a street sign is good but make sure the waste is still in shot).

The fact the mail has been taken out of the envelope suggests it has been opened by the addressee. A landlord would be unlikely to bother to open a bill not addressed to him/her. This strengthens the case.

I used to work in waste enforcement... not my most glamorous job!  And not for Haringey thank goodness.  Out of that world now but always happy to advise!

I once did a walk-about with someone from waste enforcement highlighting the problems in my road and whilst we stood discussing this a neighbour came out and dumped a car battery in the gutter only a few yards from us! Then as the neighbour was being suitably admonished the wife of the school caretaker collected a couple of drinks cans from the school playground and threw them through the railings into the road.

People just don't care, out of sight, out of mind.

I live on an estate.  I hate to think how much of my service charge must go towards clearing up fly tips.  There are several builders bags full every week.  Not to mention the dirty nappies and unwanted toys thrown over the fence by a certain family on the estate next door.
