I can confirm that of the 110 penalty charge notices issued during the period of your request 46 (forty-six) PCNs have been paid amounting to £3,510 (Three Thousand Five Hundred and Ten Pounds)
We have not yet analysed the post code distribution of the registered owners who were issued with warning notices and penalty charge notices during the period of your request. Also, we do not have information about the number of commercial vehicles, private vehicles or motor cycles that have been issued with notices in the period of your request.

Yes, robust debate is the stuff of politics. The leaking of emails, unfortunately, is also the stuff of politics but not one we usually associate with local government - or our council.
Some analysis in the reason for leaks (in Whitehall) was published recently by the Institute for Govenment.
