It's not just careless, but dangerous. I mean look at those wheels, clearly not road worthy, people who take their cars on the road like that are a danger to everyone.

It's going to be difficult to enforce the PCN, since it doesn't appear to have a number plate.

It looks like the windows have been put out, too. I wonder in fact if it has been stolen and any valuables, sat nav, stereo, sub-woofer etc, removed..?
