Back when I had a community garden plot I had a bokashi bin, which will treat cooked food before you put it in the compost bin. Also helps the compost break down faster. Note that I've moved, I've been on a waiting list for an allotment for 6 years, I actually really miss composting! (I live on a H4H estate, even if I had a garden the lease says no compost bins)
Yes, we use the food recycling every week. To avoid fox problems, we keep it in a sealed container in the back garden until collection day.
