This seems like an excellent idea: £60 spot fines and three points drivers who admit careless driving.
Magistrates, however, seem to think that the police will misuse these powers, opting for the "simplicity" of issuing a fixed penalty rather than taking the matter to court. But that's the point, isn't it? The police are more likely to issue spot fines, therefore more acts of careless driving will be punished and, one would hope, the roads would be made safer.
