we would really like to extend our ground floor flat by adding a single storey extension down the side to make our tiny kitchen a bit more useable.
Does anyone know of any successful applications for similar since the planning laws were relaxed?

Do you own the freehold? If it is leasehold or you share the freehold with another flat(s), you may needpermissions.

Under certain circumstances (e.g. max height 2.5m above dry-course, relative size of extensions foot-print to the existing building), you can build without planning permission. You may still need building reg's (especially if you're knocking down existing walls or adding new drainage for example), though this is relatively straight forward.
If in doubt, contact the planning office, I found them to be very helpful.
