Petitions - Local Democracy, Economic Development and Construction Act 2009

Haringey has published a page on petitions and appends a pdf described as a petition scheme.

The act says "(1) A principal local authority must provide a facility for making petitions in electronic form to the authority. " but as far as I can see LBH only offers to accept a scan of a paper petition and counts this electronic, so a HoL online petition would not count.

I guess most of the things I would want to petition on would count as vexatious.
