Hello,
PCNs are being issued if cars are not being moved to allow for resurfacing. They tow the cars to another road and ticket it for being in a suspended bay. I was on holiday while this was going on! So beware! I have contacted the challenges department; and they are aware of the problem: and trying to sort it out.
