I don't know how the system works, but it only looks like partial closure, the same area that the travelling funfares use.

This posting was supposed to be ironic, if you look at the picture closely you'll notice that the sign has been tied to the railings upside-down.

You clearly have never visited this park. By a wonder of design there is no exit on the opposite side of the park from the entry gate so there is no through footfall. There is a derelict paddling pool. Just about no one goes there.

Have you Philip?, there are entry/exit points to the West, South & East, plenty of people walk through from the High Road to W H Lane, the pool used to be used by a boat modellers club until the council drained it for H & S reasons, now it's full of broken bottles.

Judging by the appearance of some of the party affiliates on previous occasions, it's just as well that the event is being held in the open air.
