Harringay, Haringey - So Good they Spelt it Twice!

The non-spending of post-riots money by Haringey Council.

In February 2015 Haringey Council provided information on the progress made with spending the funding that came to the borough following the riots of 2011.

The text of the answers provided by the council is scrambled, However, I have pieced the text correctly together and include it below.

The answers reveal that while a total of £28m of GLA funding was given, only £13m was given to the council to directly spend. With £12m being non-council spending, and £3m being GLA direct spending on 639 High Road.

This £13m funding is for five identified areas. Below I set out the funding per area, the actual amount spent, and that spend as a percentage of the amount given.

1. Highways & Parking improvements - 3.5m given and 1.7m spent. 48.6%

2. Decentralised energy scheme - 2.5m given and nothing spent. Erm, that is 0%

3. Growth on High Road Schemes - 2.5m given and 1.7m spent. 68%

4. Opportunity Investment Fund - 3m given and 300k spent. 10%

5. Employment & skills funding - 1.5m given and 400k spent. 26.6%

Therefore, a total of £13m was given and £4.1m has been spent. Meaning that Haringey Council has (of February 2015) only spent 30.6% of the post-riots funding it directly received.

I think this is poor progress.

These are the questions asked in the FOI, with the answers provided.

Q I understand that Mayor of London's Regeneration Fund gave £28 million to Tottenham after the 2011 riots to spend on the area's recovery.

Q Is this true? Did the Haringey Council receive any other funds to help the riot clean-up and recovery?

Answer

The figure of £28,000,000 relates to a package of Greater London Authority (GLA) investment in Tottenham agreed by Haringey Cabinet in February 2012, in conjunction with Council match-funding of £11,700,000.

It is important to note that the regeneration funding is of a long-term nature and not all monies will be receivable by Haringey Council.

The Council also received a total of £1,560,276 during 2011-12 in grant funding from Central Government to help with riot clean-up and the area's |recovery: £1,081,712 in March 2012 relating to support for businesses in the immediate aftermath of the riots and £478,564 also in March 2012 related to direct costs incurred due to the riots i.e. clearing up the damage.


Q Can you tell me how the £28 million has been spent? Please tell me what the spending was on each year between 2011-15 and on what projects in those years?

Answer

The main elements of the £28,000,000 package are:

a) £18,000,000 for North Tottenham / Northumberland Park.

Of this only £6,000,000 is payable to the Council.

- £3,500,000 for Highways and Parking improvements.

To date £1,696,890 has been spent between 2011-15

£2,500,000 for funding towards Decentralised Energy schemes, which will only be expended once wider redevelopment commences;

b) £2,500,000 for Growth on the High Road Schemes

Of this £1,677,613 has so far been expended;

c) £3,000,000 for an Opportunity Investment Fund

So far £300,000 has been spent and the rest of the funding will be subject to a bidding process to be launched during 2015

d) £1,500,000 for Employment and Skills

Of this £400,000 has so far been expended directly by the GLA. The majority of the remaining £1.1m will be used to fund the Haringey Employment Support Project which is currently out to procurement (see https://www.london.gov.uk/priorities/reg...) and will support a minimum of 250 people in Haringey to achieve 26 (out of |32) weeks sustained employment or 26 weeks sustained progression by March 2017.

e) £3,000,000 for 639 High Road

This funding is spent directly by the GLA, with £205,000 remaining spend projected for 2015/16.


Q How much of the fund has been spent on improving employment in Tottenham?
How much has been spent on supporting teenagers?
What has been achieved?

Answer

Employment outcomes achieved to date are as follows:

206 residents aged 16 and over supported into work 2012/13 - 2013/14 (through the Haringey Employment and Skills Team), and 56 jobs were created through the Jobs Fund for unemployed Haringey residents across 2012/13 - 2014/15.

These outcomes were supported by £942,000 LBH employment funding (part of the Council match funding approved by Cabinet in 2012), and £299,000 of funding levered in from employers. Both of these funding sources are from the Tottenham package agreed in 2012, but not from the £28m GLA investment.

The funding was not designated to support teenagers specifically.

Further achievements to date are set out in the Tottenham Regeneration Strategic Regeneration Framework Delivery Plan.
