The first report into the new appeals service covering parking on private land shows that over half of all decisions are in favour of the motorist.
POPLA, an independent appeals service covering England and Wales, was set up in October 2012 and is run by London Councils on behalf of the British Parking Association (BPA).
Of the 1,969 appeals decided since its launch, 1,058 (54 per cent) were in favour of the motorist and 911 (46 per cent) in favour of the operator.
London Councils’ Corporate Director of Services, Nick Lester, said: “There was previously little regulation of parking on private land but this new appeals scheme provides an independent appeals service for motorists to be settled in a fair and transparent way.”
