If accurate, this report takes us down an interesting path and in curious company; with some human rights issues raised.

Citizens of the Soviet Union (and sometimes foreign travellers) had to get an exit visa before they were allowed to leave the country. I'm told that currently, foreigners resident in Saudi Arabia - but not Saudi citizens - must get an exit visa before they can leave.

It also makes nonsense of the pretence that a parking 'penalty' is not really a criminal 'fine'.

And let's not forget that local authorities across the country hand out a significant number of very dubious 'Penalty Charge Notices' - i.e. parking or traffic fines. (See: this link.)

There's a linked issue on which I'd like the views of HoL members. Are parking and traffic signs clear enough? This is a meter in Green Lanes.
Am I dreaming or did Haringey Council send a team over to Turkey to find individuals who had not paid thousands in parking fines. I am pretty sure this happened five or six years ago? Anyone shed anymore light on this or was it the White Lightning?
