Looking for help to remove building waste (broken tiles) from communal refuse bins in E4?

My sister's having her bathroom redecorated and unbeknownst to her the workmen disposed of bags of broken tiles into the communal rubbish bin in her apartment block, which is not allowed. We need help removing the tiles from the bins and taking them to the appropriate waste/recycling centre. Looking for recommendations of someone to take on this job. She has been let down, so we are naturally anxious to find someone trustworthy.
