licensing notification?

Does anyone know how to find details of licensing applications?

A few days back I walked past Sunny Beach restaurant (Westbury Ave) and noticed that an announcement of licensing application was posted. however the pavement was crowded with their evening customers and I didn't feel like pushing in to read the small print.  However the next morning the notice had been removed.  Any other way to learn what they have proposed?
