So, speed bumps as energy generators, eh.
The article says:
"Energy (generated by the bumps) not used immediately can be stored or fed into the national grid."
Now everything makes sense. Haringey have obviously known about this technology for a decade and their planning has been nowhere as haphazard as we imagine. They've been marshalling traffic on the Ladder to use it as a big money-making electricity generator!
