Harringay, Haringey - So Good they Spelt it Twice!

IT APPEARS from the Council's Cabinet Agenda, that the Planning Application approval for the controversial Hornsey Depot site, is to be challenged in the High Court.

And, that the £15,000,000 that had been factored into Council receipts will, at best, be delayed.

The disclosing agenda Item on page 56 of the PDF reads:

11.3. Underpinning the 2013/14 capital expenditure programme was a significant
capital receipt (c£15m) in relation to the proposed sale of Hornsey Depot. Partly
because of the slippage against the 2013/14 programme it has been possible to
finance the 2013/14 expenditure by temporarily utilising c£2m from the capital
financing reserve. However, there remains uncertainty about the timing of the
Hornsey Depot receipt and it is understood that a Judicial Review of the associated
development has been lodged which may delay the receipt further.

...

11.5. It is important to note, therefore, that given the current shortfall on capital
receipts, funding will need to be identified for any capital carry forward approved.
However, this is essentially temporary funding assuming that the Hornsey Depot

receipt is eventually realised.

The Council is a big landowner on the site, hence the expected £15,000,000 payment from the sale.

The Planning Committee meeting that made the decision to approve the Application was held on 3 February (Agenda & Minutes).

It took the Chair's casting vote to push it through.

The same Committee had heard (and declined) a similar or identical application a couple of weeks earlier (20 January – Agenda & Minutes).

He was an assistant maths teacher. He does not have a maths degree.

That BA in PPE - Politics, Philosophy and Economics - surely would have had loads of maths in it?  More even than our esteemed Chancellor with his 2:1 in Modern History, who's doing such a sterling job of keeping us all alive and happy.

Oxford PPE syllabus includes differential calculus, linear algebra, probability theory and statistical analysis. Seems about right.

But you have to love the Council's arrogance - borrowing from the Capital Financing Reserve is only a temporary measure until the Judicial Review is decided in our favour

You're all being very unfair. We have the magic beans. And Daisy the cow is in safe hands.

But if it turns out after all, that there's no giant's castle and the Sainsbury's hen doesn't lay golden eggs, then it'll  be Jason Arthur's problem.  Along with Ali Demirci the "cabinet" member for planning. So that's alright.

WITH a little familiarity with JRs, having attended a few, I would say that "Judicial Review of the associated development" is not as accurate as it might be.

Judicial Review bites on a particular decision (of an authority) and examines the process that led up to that decision.

The decision in question, was that of Haringey's Planning Committee to grant planning permission. To quash it, a Judge would need to be persuaded that it was mad, bad or dangerous (colloquial).
