Apologies if this has been raised already, but Gordon Brown's statement on online feedback (BBC - "EBay-style feedback for services") seems to be pretty relevant to HOL and its relationship with, say, the council eg. here and here.

This website comments on the council services, local politicians, all manner of businesses, transport services, the lot really. And because it's local it's relevent. Maybe Gordon's office have been surfing HOL.
The possible can of worms that he might open up with his proposals would be the whistle blower or disgruntled employee.
