The odd thing about this application is that the applicants already know they don't need permission for change of use from C3 to C4. Something strangely similar is happening at 11 Burgoyne. 

Perhaps they're just preparing for the article 4 direction which will soon remove these permitted development rights. It was discussed on another thread recently. 

More about this property here. Looks like this is the end result - instead of separate flats, he's wanting to use it as an HMO (i.e. rooms are rented separately). But not sure why he's going for a COL given his previous conviction. I'd be surprised if he got a COL because I think you need to have at least 4 years for this type of change of use and sounds like he was rumbled less than 4 years ago.

I think everyone's barking up the wrong tree here as I was at first. The change of use they want a COL for is definitely permitted development and the applicants know they don't need planning permission - unless the Council already has an article 4 in place.

Therefore its hard to see how one could object - though there have been 2 objections already in the very similar case of 11 Burgoyne Road 

The question is: What is the real point of these applications?
