This is one of those amazing elephants-in-every-room documents.
It completely fails to mention the major issues for parking and moving vehicle fines. So you'll search the consultation paper in vain for the words : 'budget' ,'income', 'stealth', and 'tax'.
Though you will find several discreet pointers suggesting that fines (euphemism: "Penalty Charges") should of course not be reduced. Gosh. That must be an enormous surprise for everybody.
