Harringey planning regulations

Hi,

I'm exploring the possibility of an exterior lift for a disabled person living on the second floor in a house in Harringey.  I can't get through to the planning department to find out what the planning restrictions are and their online information doesn't cover this issue. Has anyone any advice (either on lifts or on getting planning information out of Haringey council)?
