Harringay, Haringey - So Good they Spelt it Twice!

Haringey's finance officers are predicting the council budget will suffer cuts in the region of £60m between 2010/11 and 2013/14.

Council leader, Claire Kober said: "People will continue to come first in Haringey as the Council works hard to counter these cuts. That means not only making efficiency savings but also innovating the way we deliver services. We must look for every opportunity to cut costs and waste."

Officers have already been tasked with quickly developing a robust efficiency programme - including a review of all support functions and investigating sharing back office and administrative functions - in a bid to protect the services that matter most to residents.

In the meantime, and to help meet the challenge of in-year government cuts, only essential job vacancies will be filled and any uncommitted spending from the Area Based Grant will be reviewed after a cut from the council's allocation.

HoL members concerned at how local councils will respond to the Coalition's cuts may be interested to see the public reports of budget decisions by Islington Council to make 'in-year' budget cuts, savings and increased charges. Posted on their website.

There has been a line-by-line examination of Islington's Revenue and Capital budgets with the outcome presented in a fairly detailed form to residents. Although this may still appear to be a 'black box' (rather than a 'clear box') process - in the sense that it largely shows outputs - and not the internal workings/principles.

If anyone spots similar documents publicly released by other local authorities, the links would be handy so we can all compare and contrast.
This seems like an accurate and sensible summary of the position. Obviously what it doesn't do (understandably at this stage) is set out a specific Council approach. It is to be hoped that this will be done by the time the Comprehensive Spending Review is published, Haringey will need a very clear and focussed strategy to deal with this very serious challenge.

I note that Cllr Goldberg thinks this is the biggest financial crisis in the Borough's history. I would nominate the late 1980s when I was Chair of Finance and we had to deal with the consequences of daft borrowing and over-spending. Ah, nostalgia. Maybe we old crusty people might have something sensible to suggest this time round?

Also I note that Ally Pally is losing £2 million a year. It makes me laugh when people call it a "flagship" for the Council, it is in fact an old and increasingly smelly albatross hung round the Council's neck.
