So Teacher's pensions are 16% of the Department for Children Schools and Families budget but pensions for the Ministry of Defence are 2% of their budget? That must be wrong. Surely?

Not necessarily, I imagine that a huge %ge of the MOD budget is capital expenditure which won't be the case for DCSF.
