Terms of Reference for the Green Lanes Strategy Group |
Aim:
The Association’s aim is to work to make the Green Lanes area thrive economically, flourish socially, and be regenerated for current and future residents and businesses. The Association aims to foster an area where people are proud to live and work without fear of crime. In this it will be guided by principles of the Green Lanes Charter or superseding local plan.
Defined Area:
The Green Lanes Area shall be defined as that area bounded to the south by Endymion Road and Arena Trading Estate, to the west by Wightman Road, to the north by Turnpike Lane and West Green Road, and to the east by Black Boy Lane and Warwick Gardens.
Membership:
Members:
The key constituted umbrella organisations within the above defined area, (ie. Woodlands Park Resident Association (WPRA), Ladder Community Safety Partnership (LCSP), Gardens Residents Association (GRA) and Harringay Green Lanes Traders Association (HGLTA) as at April 2014) each with up to 2 representatives plus 1 deputy appointed by meetings of those organisations; and the elected ward Councillors of Harringay and St. Ann’s.
In addition:
Metropolitan Police and Council officers will also attend as appropriate.

The following list is to act as a guide to the remit of the GLSG. It is not intended to be exhaustive.

Decisions:
Unless these Terms of Reference provide otherwise, any matter will be decided by consensus between the members.
If no consensus can be reached, the Chair may request a vote on the matter under consideration. Unless otherwise provided for in these Terms of Reference, the matter shall then be decided by a simple majority of the members present and voting by show of hands. The Chair shall have a casting vote.
I have attached a copy of the Neighbourhood Vision/Green Lanes Charter referred to above.

These Terms of Reference are open for comment until 15 June 2014.
They have been discussed at the LCSP meeting tonight, and will be on the agenda for the next GRA (June, not the AGM) and WPRA (14 May) meetings.

Yes, your question is reasonable and the straight answer is that the intention in the draft is that any member of the group can be elected as chair.
Yeah, all these awful community activists giving up their time and doing things in their neighbourhood for nothing. And this bloke actually has the cheek to take part under both his real names! Oozeefinkyiz?
More later, but Adam has historically been involved in these three groups and has worked for them within the GLSG. May not be an officer in any or all or them, I'm not sure. GLSG reps are not necessarily officers of the groups they represent. He could have added the cycling campaign group he works with, as he has fought hard for their issues in our meetings.
Dave, Adam is one of the good guys here. He's chair of FoFP not the others but has been the GLSG rep for the Friends groups - see the membership list here from last year. Notice in this new constitution (or TOR or whatever it is) he and the Friends groups are not members of the new GLSG so have no power or vote in what the GLSG does. Thats despite the remit claims including Harringay's Green Spaces.
Note also that the Friends groups are active doing all sorts of things around the community, and have at least a similarly sized membership and participation as groups like the LCSP, so why does only the LCSP get to be a member and not the others?
I don't understand why Nilgun is still involved in this. I was aghast and spurred into action by what happened to her last year but as of 23rd May she's just a resident. The all powerful role of the chair in the GLSG is just ripe for takeover by a new councillor...
And to make some of the background clearer - here is the discussion where the draft was leaked, the protest about that, and one of the older discussions trying to get minutes and agendas, and a report about the GLSG discussion at the Area Forum the other week.
Why should I addle the old brain concocting questions for the GLSG when Tony left us with all the questions we'll ever need? (Sorry, as they're all deaf as well as dumb I'm just going to have to shout.)

If you haven't read "The Ragged Trousered Philanthropists", do. There is an organisation just like the GLSG in there. There is even an honest and well meaning man at the table.
