Person Needed to Fix Holes in an Unboarded Loft

Can anyone help?

We have a flat where the loft is owned by the Council. At the moment rats are getting in and it needs cementing up around the pipework. But it's unboarded, so tricky to get at the places.

The pest company we got in wouldn't do it because it's unboarded. Unfortunately, the Council's pest department would do it currently cos of Covid: they are not going into flats.

So, is there anyone out there with the skills/willingness to do this? If necessary the job could include putting a bit of boarding down to get to the necessary places safely.
