Harringay, Haringey - So Good they Spelt it Twice!

With Haringey facing cuts to its budget of more than £144million over the six years to 2016,  it's of little surprise perhaps that this year's Council budget agreed last week includes some significant savings.

The need for parsimony is made no easier by the freezing of the Council tax for a fourth consecutive year.

So where are the savings being made? Flora Drury at Archant has made the following analysis:

  • Mobile libraries: while the service will remain for this financial year, it has been cut from 2014/15 - saving the council £100,000
  • Schools swimming: increase charges, bringing in an extra £70,000 this year
  • Parking fines: Increasing the penalty charge notice (PCN) band, so the whole borough is in line with Wood Green, will bring in an extra £400,000 in 2014/15
  • Area committees: Reduce the support given - including on area action plans and maintaining distribution lists - will save the council £147,000 this year
  • Planning fees: Additional income will bring in another £25,000
  • Noise enforcement: One position to be lost, meaning a reduction in operating hours of 10 per cent, saving £40,000
  • Finsbury Park: Allow more events in the park, to bring in an extra £85,000 over the next two financial years

£85k extra income (from extra events in the park over two years) doesn't sound like much in the grand scheme of things. Is that at least net - after costs incurred in cleaning up, repairing the park, etc? 

I'm waiting for more detailed info on what this might mean in terms of events. I have half an answer and am waiting for the rest. Click 'Follow' under the top reply box if you want to be alerted to any updates but haven't replied to this discussion.

Here's what the Council have told me:

Last year's income target was 65k. This year 2013/2014 it is increasing by 55k to £120k. These are net figs. Onus for clear up etc is on the license holder and the council holds a deposit against each event for any damage etc.

Also note that the target isn’t just for Finsbury Park the target is for income from all parks in the borough, albeit that typically around 85 per cent of the revenue is derived from hire of Finsbury park.

The council anticipates that meeting the income target for the coming year will mean issuing a licence for one additional large concert or approximately 4 medium sized events, in Finsbury Park, to generate the additional revenue. Current feedback from Friends of Finsbury Park is that the latter is preferred.
