I wonder if anyone has any info or experience of accessing ECT? It is used to help severe depressive conditions which have not been helped by any other therapies(talking or pharmacutical) It seems much safer than before, and has good results for short term use. Can a GP refer someone just like that? There is plenty of internet info but not so much on actually getting treated.

Only a psychiatrist can prescribe ECT therapy, and it's usually the very last resort. So the patient would initially need the GP to refer to the acute mental health services, after that the patient would then be referred to a longer term psychiatrist.
