Dogs unleashed
I got bitten by a dog on Friday, luckily only a young dog and my mobile phone was in my back pockets so that took most the impact.
I challenged the owner as to why her dog was it not musselled if she couldn't control ? Am I right to think that by law this should be the case?
Later on that day I crossed the path of a big staffy unleashed, and I got a bit nervous. Why is the police not stopping these people?

a dog that is "dangerously out of control" in a public place is in breach of the Dangerous Dogs Act.
Unfortunately the dog normally needs to do something wrong (eg bite someone) before it can be considered dangerously out of control. So it is not a great preventative.
There is no requirement for dogs to be muzzled or even on a lead, apart from in designated places which should be shown by signs or information boards - such as children's playgrounds. Breach of this can result in a fine. The police can't do anything about a big unleashed staffy unless he is in a playground or other area where dogs must be on a lead OR is dangerously out of control- by which point it is too late anyway really.
I think it should be the other way round. Dogs should always be on leads in public apart from in designated places (such as the park or certain footpaths) where they can be off lead. I know dogs need to run around off leash and am happy for them do so in appropriate areas like Finsbury Park or along the Parkland Walk but I can't see any reason why they shouldn't be on a lead while walking along a pavement for example. Safer for the dog as well as it can't get distracted by a cat and run into traffic. I grew up in London and we always had the dog on a lead apart from in the park and he was a very nice and reasonably well trained labrador.
Oh and microchipping should be mandatory as well.

Think you will find that Dog's loose or problem are down to Local Authority
Not Police
And if correct the Borough had one Officer to deal with the whole borough
That's if He kept his job in last wave of Cut's
Police would only be involved if the dog was being used as a Weapon to threaten people
