As far as I know Penetrating damp usually caused by water penetrating the wall because of a leak, overflowing pipe or guttering etc. If you mend the leak the wall should dry out and can then be treated - plaster replaced in necessary and repainted.

We were charged for an initial survey but this was then deducted from the cost of the work which we were extremely happy with.  David is a no-nonsense, straight talking and extremely knowledgeable man.  I've seen other recommendations on here for them too.  You'll be in safe hands with him.
