It's all about land values and who owns the land. The London Plan, that had significant input from TfL, increased the value of land near transport access points. The closer you are to an access point and the bigger the access point is, the more densely you can build.

It's crap, we should have been building more densely a 5-10 minute walk from the station to combat obesity but TfL don't own that land.
