Harringay, Haringey - So Good they Spelt it Twice!

 

Hello,

 

As most of the residents living across the ladder in Harringay, there is a big issue with HGV using our streets and causing our homes to shake and vibrate. There is already numerous  discussions threads created for this so, I wont go into detail.

 

But my question is, as a solution, what is the position of Harringay Council in installing CCTV on the roads  to monitor and record these HGV's?

 

I am aware that some residents are taking pictures of the HGV, but for me its not practical because I cant simply seat next to the window with a camera and wait for a HGV all day!

 

I have called ICO and was advised that section 36 does not permit members of the public to record a public area. Someone can call the police about harassment, I  get into trouble if I installed a CCTV system to monitor the bridge!

 

I was wondering if there is  support for a CCTV installtion around the ladder area from locals?

 

I wondering what your inputs are for this...

I photographed a bloke in a HGV humping down Hampden Rd at 6:30 yesterday morning and he stopped and I had a chat with him. I know I wear a suit to work and I was holding some mail to post and I know my stuff but bless him he was terrified they'd take his license away from him and asked me to delete the photo (which I refused) and who I worked for.

 

Members of the public are more than entitled to photograph/record a public area. Can you imagine what Princess Di would have done if this had not been the case? Just do it.

 

After a long campaign my road is pretty quiet now but I suspect they've all just moved on to Raleigh Rd. I saw an O'Donovan's skip coming out of there on Monday morning but was running late for my train so couldn't take a picture or get the registration.

I live on Mattison road, close to South Harringay junior school

I can see two problems:

If you can't sit and monitor all day, who can ?

All the operator has to say is that their lorry needed access to one of the roads. If you see a suspect lorry on, say Wightman, you have to pursue it to be sure it isn't delivering, or picking up from one of our roads.

John* You can link the camera to a recording device (a hard drive can handle 1000's of hours) then review the recording in fast forward. When you see a lorry (or whatever)  on the recording, stop the tape and take the details of reg, etc. That's what the council does with traffic cameras.

Not the same thing but my friend has a camera on his driveway covering the path to his front door with a motion sensor that sends a picture to his iphone. He gets lots of photos of the postman and cats.

The trouble is that a photograph is good enough for a static violation but moving violations are very difficult to prove (thanks to the AA et al) and a snap is just not good enough. Even John following them has not led to a conviction or an apology (or am I wrong John?).

To obtain proof of an HGV offence, ( that the HGV  was not delivering to / picking up from  a restricted road ) you would need about 3 cameras for each of the Ladder "rungs " and maybe some 10 for Wightman Road. That's a lot of hours to review. Is a cash-strapped Council going to fund that ?

Much more cost-effective is a residents' monitoring campaign.

 

I've had an apology, John but the standard of evidence required to secure a conviction is something else.

Looks like  the HGV are using Mattison road tonight, three HGV have just passed by and its 20:53.

Some of the very large lorries that come down the ladder are actually 7490kg. That means they're under the 7.5t limit, even though they look very big. The best way to know if they really are over the weight limit is to check for the fluorescent markings on the back, only vehicles over 7.5t have to have these. Someone had a photo on here of them once but I can't find it... (someone?).

 

I wish taking legal action against the council were on option. It seems like a pretty clear cut case to me, they're not enforcing the law they're supposed to and they're one of the worst abusers of it. Good luck though, I could not find anyone who would take it on for the amount of money I could pay.

 

A combination of things have worked for me, and by worked I mean pushed the problem onto Raleigh Rd (nice on Haringey Council). Make a right nuisance of yourself to the lorry drivers, wave them down, take their photo, let them know you know they're in the wrong and yell their registration number at them if they get abusive back (I haven't had anyone get out of their truck to thump me yet but I did have a bus driver try to do it out the window). Take down the livery and registration details and pester their company. If they're council vehicles then get the registration number, whether it was a rubbish/recycling truck or an OnTime vehicle impounding truck and the time/date of visit and I'll take it up for you. The council don't respond to emails, neither does the local councillor who is supposedly responsible (Nilgun Canver) but Anne Cunningham was actually pretty good over the OnTime lorry's and they now go down Raleigh Rd to avoid me.

 

I'll chip in for the lawyer if you find one but we're talking 5 figures.

I know the restrictions are fairly common local knowledge, but wouldn't an improvement in signage help matters?  I haven't checked for a while but when I last looked the Wightman entrance to Hampden was still missing restriction signs.

But you don't need signage on the entrance to the Ladder rungs. Wightman itself is restricted. In fact, I think the restriction signe to all the rung roads have been tyaken down.
All, I have just made a formal complaint to The Local Government Ombudsman(LGO) about the HGV using the ladder and also my extra complaint about the speed bump in front of my house.

Please can anyone else who is fed up with this problem with HGV's using the ladder area for short cuts etc, also make a complaint to the LGO, as I spoke to the adviser and she said the more people who put in this complaint the better.
