Well done for taking a photo, hopefully someone will recognise it. You're right, it's not safe for a cat to be on the street as there is a risk of getting injured by a car.
If no-one recognises the cat on here or flyers, maybe try putting a collar on the cat with a note attached with your tel no and see if any owner calls you. Or you could take the cat to the vet to be scanned to check if microchipped and if needs neutering.
I guess the cat could be new on the block or lost or if a cat doesn't have a cat flap and can't get into its own home, they will wander. I always encourage cat owners to get their cat neutered, microchipped and have a catflap. It's also safer for a cat to be inside at night as it reduces the risk of it being lost or injured.
Another useful website is www.animalsearchuk.co.uk as you can put details/photo on there if you find a pet (or lose a pet).
If this is the cat that I think it is, then it lives about 30 seconds away from where this photo was taken - in one of the houses near the 144 bus stop. I've seen him lots of times hanging around his door. He's fine I think. Used to the traffic anyway.
