I think so... the stand-out change that I can see is that someone has shooed the rough sleepers away.
They are still there, this is no reflection on how the bridge looks on a normal day.
I think that it is protection for the bridge from tall vehicles - the vehicles will hit the bar rather than the bridge, which means that they don't need to close the East Coast main line to inspect the bridge (or indeed to repair it).
Interesting. I took the photos because to me they've done a brilliant job making the bridge look smart ... almost a piece of art :)
Bruce grove bridge in the spurs colors looks ok too. When they start the social cleansing on seven sisters rrd (from wicks to the bridge at st anns) that bridge will probably get a tarting up too.
