Are local landlords dumping their properties?

This property for sale on RightMove through Winkworth is unusual in that it is significantly unimproved and looks like a desperate sale. Thoughts?

It's the higher that the best price ever achieved on that street (630K in 2013), so not that desperate but below general inflation in the area. Neighbouring streets have seen houses in good condition go for 840. I'd say 699 for something that probably needs a lot of work, if not a full gutting. is just keenly priced.
