Anyone on Woollaston Reading?

If so, I'd like to discuss the application to convert no.10 to 5 self-contained flats that's just gone in. See here 

Let's just say the developer has history. I'm particularly curious to know how come it is currently 5 studio flats. When was it converted? How come there's no planning permission or Certificate of Lawfulness been granted for that?
