It's normally used to define commercial activity. So in this case the primary frontages would be those in the High Street and the secondary ones on roads leading off the primary frontage (like Station Road) or nearby.
They're town planning terms but yes, not very helpful to most people reading the document.

I don't think there is any plan to pedestrianise the High Road. The Town Square referred to on page 65 is clearly not on the High Road - see the map on page 73. (I'm not clear where the Civic Square is.) Also on page 74 the High Road is clearly labelled a primary route.

If Haringey Council gets its way and the Crossrail 2 extension includes Wood Green Tube station rather than Turnpike Lane station then the block housing the Vue cinema, Nando's and Wetherspoon Spouters Corner will be demolished to allow the subterranean works to be carried out. Hardly utilising existing facilities, eh?

This route was something I picked up on HoL early on since it appeared to confirm the route of the Wood Green Bypass as shown then on done Wightman. However the purpose of the route is not clear. I wondered aloud if the "New Primary Route" is something aimed at pedestrians or vehicles. There is not a single mention of the phrase anywhere in the text. I'm currently assuming this reference is to a pedestrian route, not withstanding my understanding that nonetheless they want a very similar route to form a Wood Green bypass. 

My reading of this is there will be a cycle+pedestrian route connecting the s-bend in Mary Neuner with Wood Green Common, highlighted in green in this screenshot (from p84):

The previous page (83) described the east-west and north south routes in more detail. Mary Neuner itself will be a bus route, so cyclists wishing to continue south will have to rub along with cars and buses through the new flats until they reach the new Quietway (sic) on Wightman Road described on p51 (although the diagram on p51 shows the cycle route following the s-bend round and down Coburg rather than continuing straight). 

The green east-west line in the previous screenshot is pedestrian/cycling, including a new "civic boulevard" precinct along Coburg Road toward the Penstock Tunnel.

The blue north-south line is (p147) "A new principle North-South Route connecting Wood Green Cultural Quarter in the north, and Mary Neuner Way in the south will be created. This will need to be pedestrian and cyclist friendly along its route, including the car and bus stretch in the south of the site." "Provision for a new bus route, including a new bus stop on Mary Neuner Way will be required."

The new Town Square is where the library currently is (p122), and will have the Crossrail entrance. The east west route joins this Town Square to the Civic Boulevard on Coburg Road. New health centre where Iceland is, with a new library and Civic Square (council offices/services) to the west of that. Some other circular new piece of "urban realm" on the northern side of the boulevard:

They're going to run buses along Mary Neuner Rd ?  It's a bit narrow with awkward sharp bends. Planning, eh ?
