Can you see the number he's calling from, or is it " number withheld " ?
I use a whistle which I blow down the phone to discourage unwanted callers, usually stubborn sales people and not (thankfully) dirty callers. It'll at least leave a ringing in his ears.
I don't know if you use a BT landline or not, but if you do they have a service called "choose to refuse" which enables you to block numbers; I use it for PPI and "accident claim" nuisance callers, mostly. Once you've had a call, you dial a code that blocks subsequent calls from the same number. BT do charge for it - now there's a surprise - but I don't think it's very much (included in my call package, so not exactly sure, but about £1 a month I think). Obviously no use on withheld numbers, but can be quite good for other calls, though persistent scammers (the phoney IT experts, for instance) use multiple faked numbers. Worth a try, maybe?
Actually I think it works for withheld numbers too if my memory serves. It's a very useful thing to have.
