A householder who filled his back garden with rubbish and left it for months was fined over £300 last week and forced to pay Haringey Council £200 costs.

Interesting. Wonder why they can't be bothered to do same with front gardens. I've complained about "my" HMO a few times, and it's never their problem.
I've been told by Nilgun Canver that they WILL also clear front gardens. See this discussion and Peter Piper's response towards the end with a number to contact.
Yes I remember that discussion. Called that number, and was told in no uncertain terms that if rubbish was on private property there was nothing they can do. Go figure, eh?
Have dropped a note to Dasos (Neighbourhood Manager) to see if he can advise us.
An enforceable Litter Control Notice can be served by a Local Auhtority upon an owner/occupier for a littered front garden if it is open to the air, if there is a persitent problem with littering and if there is no attempt to clean up or prevent the problem occuring.
