the area seems to be going all Hoxton. Opposite the soon to be Vietnamese place is a burger and cocktail place, to be called Bun and bar, according to the sign they were putting up the other day.

After I graduated, I taught English in Rabat, Morocco for a couple of years. My Friday afternoon class was for a group of businessman preparing for a trip to the USA. They were keen to beef up their idiomatic English and I was eager to help. They went on their trip pleased to be equipped with a clutch of appropriate idiomatic phrases. As a young man, of course, I couldn't resist throwing in the odd time bomb. Perhaps my favourite was how to politely decline the offer of unwanted additional food at a formal meal. I often wondered how their hosts reacted when proffered food was firmly declined with a "No Zank you, my cargo hold ezz full".

When were you in Vietnam, Pav? I went in '97 and loved it.

Planning permission for this restaurant was refused on 16th December. There were 14 objections in total including from Councillor Barbara Blake (St Ann's Ward) and the LCSP (this is referenced in the Decision Notice but doesn't seem to be available online). 

Th concerns of the residents above the flats seemed to focus on the smell of cooking and the noise of the extractor fans. Others more used to how planning works objected on the grounds that Harringay already has it's quota of A3 (restaurant) premises designated in the Local Plan.

The ground on which the planning permission was refused were the quota ones. Below are the relevant parts of the decision. The addition in brackets are mine:

The A1 (non restaurant) units surveyed (in Harringay town centre) represent 63.7% of the overall no. of units that can be found within the centre

Relevant saved UDP Policy TCR3 allows proposals to change the use from existing Class A1 retail where the resulting proportion of A1 units does not fall below 65% in the primary frontage. In this case, the existing level of A1 units is below the minimum threshold, and the proposal would therefore further reduce the proportion of A1 units in Green Lanes district centre.

I'm not quite sure where this now leaves the leaseholders. It seems like they're at an impasse, but they may have no choice but to make a further application.

I don't understand why they are requesting change of use from A1 Shop when the previous occupant was a restaurant. I see it's a retrospective application - does that mean Crepanini didn't have planning permission?
