Government to Consult on Allowing Conversion of Warehouses to Homes without Planning Consent

The government will consult on new rules to allow warehouses to be turned into homes without planning permission, chancellor George Osborne announced in this week's Budget. So get those skates on Harringay Warehouse folk.

Here's what the budget book says:

1.147 The government has taken decisive steps to improve and streamline the planning system. To support businesses and households further, the government will review the General Permitted Development Order. The refreshed approach is based on a three-tier system to decide the appropriate level of permission, using permitted development rights for small-scale changes, prior approval rights for development requiring consideration of specific issues, and planning permission for the largest scale development. As part of this, the government will consult on specific change of use measures, including greater flexibilities for change to residential use, for example from warehouses and light industry structures,
and allowing businesses greater flexibilities to expand facilities such as car parks and loading bays within existing boundaries, where there is little impact on local communities.

2.250 Change of use (planning) – The government has made changes to the General Permitted Development Order to allow more flexibility between use classes. The government will consult on further changes to allow more commercial uses, such as warehouses, light industrial or certain sui generis buildings, to become homes.

They're also going to reconsider the rules allowing normal people to let a bedroom now and again like a b&b without needing planning permission. Which could mean a massive new economy to be born in London as airb&b and the 'sharing' economy grows more popular.

Great for news of the little guy, terrible for the big hotels. I approve.

It seems a stopped clock, does indeed, tell the right time twice a day.

Someone on my road has been renting her spare bedroom on air b&b for the last couple of years, they love it and I quite like it too. I meet a different American on the street every now and again. Never found a problem with it.

The way it's done is that the site encourages people to know each other quite a bit, it's a bit like dating / couch surfing.com. It's about meeting people as well as making a bit of money. Tends to work well from what I have seen.

Am I the only one who is a bit worried about this? I'm not keen of the loss of buildings and land that contribute to employment in such a willy-nilly way. The lure of making a fast buck or two from some trendy warehouse development and then using the money to move your business out of the area to some industrial estate outside the M25 may be irresistible to some local businesses.
Also the line that states that business will be able to increase parking and loading facilities without consent in circumstances where "there is little impact on local communities". Who decides on what constitutes little impact. Do we really want even more car journeys to places of work in the borough?

I'd love to see O'Donovans Waste Management moved to outside the M25. For example. Sorry, people of Hertfordshire.
