Harringay, Haringey - So Good they Spelt it Twice!

Walking to the tube today - I saw someone "apprehended" by someone with harringay cctv on their front. They were on a radio checking something or calling through details. Was this the new anti litter org picking up an unsuspecting commuter dropping their cigarette before they went down the station?

It does but it's incredibly difficult to catch someone in the act. I used to work in an enforcement related role, trust me, it's impossible. Smoking related litter is the most prevalent by far, but chewing gum causes more damage. But when have you ever seen someone drop gum? You only see it when it sticks to your shoe.
Can they start to fine the people who think it's ok to cough up a whole bucket load of phlegm and think it's okay to spit it out all over the pavement? I find that far more offensive than a fag butt.
I did feel sorry for the person but agree with the argument litter is litter. The issue I have is that the council have incentivised this company to catch people. If they don't they will make a loss let alone any money. On the face of it that seems good. After all we want them to be catching people who litter. However I don't want them to just catch smokers outside Turnpike Lane and other easy targets.
Even where there is a bin that's what they do.

If that happened to me I would refuse to pay the fine and let them take me to court so I could defend myself. A risky move but council lawyers are incredibly risk-averse so would be unlikely to agree to even take the case.

Yes, that was the outcome in that case, essentially. Loads of bad short-term publicity for Ealing Council (it's in most of the papers today) and hopefully someone in the enforcement team in Haringey will clock it and advise their staff accordingly.

Update: Kingdom Security Services  have the enforcement contract in Haringey. And in Ealing. Hopefully all their staff have rapidly been advised!

No, she paid the fine and now she's trying to get it refunded.  

If she hadn't paid it, no way would they have pursued it further.  

I am, (but hoping to soon be an 'ex'), a smoker and I don't drop my fag ends on the pavement. Nor do I drop them out of sight down a drain. I hate any sort of littering, if you carried the item this far, why can't you carry it further to a bin. 

BTW, have you noticed that a lot of the street litter bins no longer have the 'stub it out' area on the top?

When I was in Japan every Japanese smoker had one of these and you did not see fag butts anywhere, even when we were at a music festival there (equivalent to Glastonbury) there were no fag butts on the floor.  If people are brought up thinking it is ok and see others doing it then they will too...obviously the Japanese are brought up thinking it is not ok!

When I worked in enforcement we handed them out to everyone we have a ticket to. Sometimes we'd just do educational patrols handing them out and making people aware of the law.
